Statement from Dr. Terry Brooks, executive director of Kentucky Youth Advocates

LOUISVILLE, KY – Once concurred in the Kentucky House, legislation to address educator misconduct in the Commonwealth will finally be headed to the Governor’s desk for signature. By way of House Bill 298, the included provisions of House Bill 36 will reduce the risk of sexual abuse and exploitation in schools – outlining commonsense steps to increase the safety of students and keep unsafe adults out of the school building.

When individuals with a history of sexual misconduct are allowed to work in schools, trust among students and staff is broken, and students ultimately suffer the consequences. Through HB 298, Kentucky will ensure public and certified nonpublic schools conduct thorough background checks and obtain reference checks for all potential employees; require applicants to disclose any past disciplinary actions related to sexual misconduct; and implement comprehensive training on sexual misconduct, grooming, and appropriate communication for all educators.

With our partners in the Kosair for Kids Face It Movement, we’re celebrating as this measure strengthens schools’ ability to safeguard students from adults with substantiations of sexual misconduct in, ultimately preventing child abuse and promoting a safer and more caring learning environment. We thank Representative Tipton for championing this legislation and ensuring it finally reaches the finish line this session.
