Statement from Dr. Terry Brooks, executive director of Kentucky Youth Advocates

LOUISVILLE, KY – Representative Samara Heavrin said it best, “House Bill 6 lays the foundation for a stronger, more sustainable child care network.” We’re celebrating this afternoon as this much-needed legislation clears the House with bi-partisan support. 

Among its many components, House Bill 6 strengthens access and options to safe, affordable child care for working parents. It removes barriers to care for children with disabilities, promotes innovation to allow for more child care options in communities, and strengthens the Child Care Assistance Program and the child care quality rating system. It also improves data and transparency and permanently establishes the CCAP income exclusion for child care providers.

We especially thank Representative Heavrin for her commitment to strengthening Kentucky’s child care ecosystem and championing HB 6 this session. Alongside many statewide partners, we thank the Kentucky House for their support of HB 6 today, and now urge the Senate to demonstrate the same urgency and conviction in its final passage.
