Fiscal Responsibility + Best Outcomes for Kids = Increased Public Safety

Money can drive decisions. Last week, the Juvenile Code Task Force heard from two states about how they've shifted money to remove the unintended financial incentives of youth being sent to state-run detention facilities. While the logistics in our state will be different, Kentucky could also benefit from creating financial incentives for serving youth in their communities instead of locking them up. Ohio created the program RECLAIM Ohio because they knew research supported keeping youth [...]

Long Term Effects of Child Abuse and Neglect

The Washington Post recently published an article that outlined the release of the first major study of child abuse and neglect in the last 20 years from the researchers at the National Academy of Sciences. The report, New Directions on Child Abuse and Neglect Research, was compiled after the U.S. Department of Health and Human Services requested updated findings and new recommendations for action. Thanks to the Cabinet for the on time release of the Annual Child Fatality Report

At half-time in the University of Louisville’s smashing opening game victory, Coach Charlie Strong simply wrote, “Don’t slop around” on the board and walked out.  When asked about that, the Coach of those Top Ten Cards said, “If we take care of the small business, we will take care of the big business.” Congratulations, Secretary Haynes and Commissioner James for not “slopping around” with the annual child fatality report.  It may sound odd to give [...]

Crossover youth often enter the juvenile justice system at younger ages than other youth, have been traumatized by maltreatment, have higher rates of detention and incarceration than other youth charged with similar offenses, and frequently experience academic failure and homelessness. This recognition has lead to a greater understanding of the complex and [...]

Fund Kids First Rally reminds us that the state budget is about priorities

Kids’ champions and kids themselves gathered on Monday morning and rocked the Rotunda.  Folks who had been impacted by child care cuts and kinship care cuts and folks who had received a “hand up” for a better life because of those supports stood and eloquently shared their stories. There were more than a few moist eyes as those gathered heard stories about a grandmother worried about what would happen if the five grandchildren she was [...]
