We’re officially about a quarter of the way through the 60-day session and Bloom Kentucky is proud to share that 4 of our 5 policy priorities from the 2026 agenda have been filed. Like the Indiana Hoosier’s recent historic win, Kentucky legislators have an opportunity to make history for kids this session if they can come together and work as a team for kids and families.
Bloom’s agenda is gaining momentum, and like the game of football, we have to keep pushing forward to score a touchdown for kids!
Child and Family Impact Statements
- HB51 bill has been filed by Rep. Baker would require the Legislative Research Commission to prepare a family impact statement for bills or resolutions introduced by the Kentucky General Assembly.
- This bill has been assigned to the House Families and Children Committee and is awaiting hearing.
- Another bill HB179 (Rep. Stalker) titled “Children’s Health and Welfare Fiscal Impact Statements” would evaluate costs incurred by the state or local governments by passing certain legislation.
- This bill has been assigned to the House Families and Children Committee and is awaiting hearing.

Eviction Expungement
- HB 338 is co-sponsored by Rep. Witten and Rep. Dietz and expunges dismissed eviction filings and prohibits minors from being named on eviction filings.
- This bill has been assigned to the House Judiciary Committee and is awaiting a hearing.
- Opportunity for Action: If your state representative serves on the House Judiciary committee, please reach out to them and ask them to support this bill.
- SB 83 is sponsored by Senator Gerald Neal and would require dismissed evictions be expunged from records and prohibit minors from being named on eviction filings.
- This bill is awaiting committee assignment.
Utilities Disconnection
- SB 88 has been filed by Sen. Chambers Armstrong requiring utility providers to submit their extreme weather utility disconnection policies to the Public Service Commission.
- This bill is awaiting committee assignment. We anticipate it will be referred to the Senate Natural Resources & Energy Committee.
- Another bill HB 377 was filed by Rep. Witten and Rep. Willner to establish extreme temperature standards for disconnection of utility service.
- This bill has been assigned the House Natural Resources & Energy Committee and is awaiting a hearing.

Diaper Need
- SB 58 (Sen. Chambers-Armstrong) and HB 302 (Rep. Grossl) are bipartisan pieces of legislation that establish a permanent trust fund that would support diaper needs.
- SB 58 is still awaiting committee assignment.
- HB 302 has been assigned to the House Families & Children Committee and is awaiting a hearing.
- Opportunity for action: If your state representative serves on the House Families & Children committee, please reach out to them and ask them to support this bill.
- Another bill HB 114 (Rep Brown Jr) removes Kentucky’s sales tax on diapers.
- This bill has been assigned to the House Appropriations & Revenue Committee and is awaiting a hearing.
- Opportunity for Action: If your state representative serves on the House A&R committee, please reach out to them and ask them to support this bill.
Social Media Settlement
- We are currently awaiting a bill to be filed. This priority is focused on creating mechanisms to direct social media settlement dollars to support youth well-being, including positive youth development programs.
