Recently, Governor Beshear said that he might delay restoring child care assistance until August or even later. The legislature approved funding to restore assistance beginning July 1. That means the freeze on applications was supposed to be lifted and eligibility increased in the upcoming fiscal year, which begins in about two weeks. The governor said state revenues are below expectations, but a cabinet spokesperson said that the shortfall should not impact child care payments.

Dear Governor Beshear,
We providers in Kentucky have struggled in the past year trying to keep our businesses open and worse than that so many young single women have had to quit their minimum wage jobs because they could not afford child care on their low incomes.
So in turn these young ladies have had to sit at home draw food stamps and live off of other government resources to eat. How do I know? I have worked with with these types of families for the past 13 years and I still see it everyday. I understand that cuts in the government budget has to be made and a lot of money have probably been saved this past year by the freeze, but is it not fair for the people to have their help restored to them especially being withdrawn for a one year period.
Do you really realize how many facilities have closed down due to the CCA freeze? We have had at least five just in this past year. Do you understand the people that have lost their daycare jobs that were trying to come off of welfare and now have to return to it again. I understand the abuse that some people do to hurt the child care assistance program and maybe stricter policies could be made on the behalf of the parent to ensure that all information they give can be traced to their resource and make sure that they meet the proper qualifications. I myself love my job as a director and love every child that I have ever had the privilege to care for. I know my parents and have great communications with each and I see their struggles to the point that parents that do have a little income can not afford house payments, car payments, groceries and any extra activities that they may try to have yet alone pay $450.00 to $600.00 per month for child care. Please help our families here in Kentucky and restore a little pride in their lives as some good parents are trying to hold down a job a have structured life. We are all proud Kentuckians and we believe in helping our neighbor and so please open up your heart and help your fellow citizens and neighbors be restored to a happy healthy family environment by giving children a place to play, learn and learn to succeed in life when they get older.
Let us not let our children down, they need good positive influences in their lives. I have read that a lot of statistics say that children are more often abused, neglected and abandoned by strangers that watch them and are not related to them.
Kentucky has a great group of facilities, regardless of the incidents that have happened. We live in an unpredictable world but all centers should not be judged by the downfall of another. Let us centers take in children in July and hire more staff and put them to work and make a community that is working together to make some progress in this world and in the lives of our precious jewels from God,
our children.
